“Crime and punishment in the Lockerbie case: Earlier this month, Scotland?s longest-serving prisoner was finally released on parole after 45 years behind bars. Andrew Burke was jailed in 1958 for hacking a four-year-old Paisley boy to death with an axe. The Parole Board was finally forced to release Burke under the Convention Rights (Compliance) Scotland Act, which says lifers should be given a set time at which to apply for parole. At the High Court in Glasgow last year, Lord Coulsfield set the minimum tariff for Burke at 15 years. Compare Burke?s situation with that of Abdelbaset Ali Mohmed al-Megrahi, the man convicted of the Lockerbie bombing in which 270 people were murdered. . .” Scotsman Leader
