"Fine defaulters set to escape prison sentences: Thousands of Scottish fine defaulters will avoid jail as part of a new plan by ministers to tackle Scotland?s overcrowded prisons. The Scottish Executive wants all offenders who fail to pay their fines to be placed under Supervised Attendance Orders, described as “fines on their time”, which will require them to attend courses run by a social worker designed to address their criminal behaviour. . .” Scotland on Sunday
