Consultation on public services, identity management and privacy published by Scottish Government

The Scottish Government published a consultation on Privacy and Public Confidence in Scottish Public Services: draft Identity Management and Privacy Principles this morning.

“People want to know that public authorities and other organisations respect their privacy and recognise the harm which may be done if personal information is collected or held unnecessarily, or lost or misused. These draft Principles have therefore been developed by the Scottish Government for policy makers and practitioners in public service organisation, to help ensure that respect for privacy is central to the way public services prove identity or entitlement. They will also help public service organisations to comply with data protection and human rights legislation. That legislation governs personal information management by providing privacy protection. These draft Principles will enable public organisations to build on these requirements and to achieve best practice.”

The consultation closes on Monday 23 November 2009.

Criminal justice issues in Parliament this week.

There will be a Scottish Government debate on the decision to release Mr Abdelbaset Ali Mohmed Al Megrahi on Wednesday 2nd September from 9.35am to12.30pm.

On Thursday 3rd there will be a statement from the First Minister on the Scottish Government’s Programme, followed by a debate (morning).

The Justice Committee will meet on Tuesday 1st September at 4.00 pm in Committee Room 2

1.  Subordinate legislation: The Committee will consider the following negative instruments–

the Knife Dealers (Licence Conditions) Order 2009 (SSI 2009/217);

the Knife Dealers (Exceptions) Order 2009 (SSI 2009/218).

2.  Criminal Justice and Licensing (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from–

Kenny MacAskill MSP, Cabinet Secretary for Justice, George Burgess, Criminal Law and Licensing Division, Tony Rednall, Criminal Law and Licensing Division, Rachael Weir, Criminal Procedure Division, Craig McGuffie, Principal Legal Officer, Scottish Government Legal Directorate, and Denise McKay, Scottish Government Legal Directorate, Scottish Government.

3.  Criminal Justice and Licensing (Scotland) Bill (in private): The Committee will consider whether to accept into evidence further written submissions.

4.  Criminal Justice and Licensing (Scotland) Bill (in private): The Committee will consider the main themes arising from the evidence session.

At its next meeting on 8 September, it is expected that the Committee will begin consideration of its draft report on the Criminal Justice and Licensing (Scotland) Bill and also consider an item of subordinate legislation.
