The Scottish Executive has published a literature review on mental health legislation.
Mentally disordered offenders were found to have ‘a high prevalence of co-morbidity with problems of substance and alcohol abuse’. There is also support for court and custody diversion schemes for non-serious offenders. ‘Encounters between the police and people with mental disorders account for a significant proportion of all law enforcement contacts’.
